Jarl Balgruuf Dilemma
Summary
"Jarl Balgruuf Dilemma" (JBD) is a Skyrim mod that lets Stormcloak-aligned player convince jarl Balgruuf to support Ulfric. This removes the obstacle to advance the civil war questline before certain part of the main quest is completed. This mod is released already for Skyrim Classic, Special Edition PC and XBox. On top of that, I included it as a merge in my play-as-non-Dragonborn mod "Beyond Unbound Game Start" (B.U.G.S.), also in multiple editions.

First thing first,
Jarl Balgruuf Dilemma 2.0
In this upcoming update,
we take the (so-far rather rudimentary) mod-added conversation tree with jarl in the direction inspired by Starfield persuasion minigame
there will be two persuasions made this way
the existing challenge to convince jarl to side in the civil war
that is, to align with the civil war faction (stormcloaks or imperials) that the player character has joined
to convince jarl that the civil war response is more important than the matters of the dragons
if player is imperial-aligned, the conversation will be somewhat different
if player won't succeed in it, then Jarl Balgruuf will settle on neutrality (as a reply to the letter from Tullius that the player character brings him during the "Message to Whiterun" quest)
if that happens, eventually Jarl Balgruuf will be brought to the imperial side in some other way; he'll remain Jarl of Whiterun
a replacement imperial-aligned jarl, such as Jarl Hrongar, shall be out of the scope of this mod
the sequence order of quests "Battle of Whiterun" and "Dragon Rising" will be ensured
in JBD 1.x it is not impossible to advance through them simultaneously, but it's hardly a natural way to play through the story
